BOARD OF DIRECTORS

Shelley Smallwood-Scott, President

Shelley holds a Master’s degree in Business Administration from the Forbes School of Business and Technology, at the University of Arizona Global Campus, and is a senior fellow of the Nehemiah Emerging Leaders Program.  She recently completed the Yale's School of Management Executive Education - Women's Leadership program. Shelley’s drive, passion and tenacity extend to all aspects of her life. She is committed to the continuous personal and professional growth of herself and others, while serving with love and compassion. She possesses over twenty years of experience managing enterprise initiatives and providing thought leadership in consultation and development of business operations, programs, multi-year projects and transformative change.

Shelley has dedicated more than a decade supporting her community and other nonprofits, including mentoring youth through the Big Brothers Big Sisters (BBBS) and Standford Sierra Youth & Families programs, volunteering for St. John’s Program for Real Change, supporting women and children experiencing homelessness and former incarceration; and becoming an IRS-certified volunteer for the Volunteer Income Tax Assistance (VITA) program, providing free income tax preparation assistance to seniors and those with moderate to low-income. Shelley also served as a BBBS board member. She continues to mentor youth and serves as a volunteer chaplain to young adults and children housed at the Sacramento Probation Department’s Juvenile Detention Center.​

Josh Albert, Treasurer 

Josh holds a bachelor's degree from UC Davis and is the founder and CEO of Albert Financial Wealth Management & Insurance Services. He is a Certified Financial Planner (CFP®), certified by The American College, and also holds the Chartered Financial Consultant (ChFC®) designation.

 

A former board member of Sacramento Self Help Housing, Josh supported the organization's mission that provided vital services to homeless and at-risk families and individuals. With a strong financial background as a wealth management advisor, he is passionate about helping individuals and families achieve long-term financial security.​

Dr. Allegra Pickett, Advisory Board Member

Allegra holds a Bachelor of Arts degree from UC Berkeley, a Master's degree from New School University, and a Doctor of Education from Grand Canyon University. She also serves as a Board of Director for the Yolo Community Foundation (YCF), which promotes philanthropy by serving as a public foundation through which community members can pursue charitable goals. YCF's programs and events benefit local nonprofits while also teaching youth the importance of community involvement and service.

Allegra joined Teichert Foundation in 2018 as its Grants Manager. In this role, she is responsible for overseeing grant operations as part of Teichert's philanthropic commitment to the region. Allegra takes pride in representing Teichert's dedication to the surrounding areas, serving Northern Nevada and throughout California. â€‹Before joining Teichert, Allegra served as the Interim Executive Director of the Millan Foundation. In her role as Training Program Director, at Cesar's Way, she was responsible for developing and delivering educational programs.​​

Khyra Blackman, Secretary  

Khyra holds a Bachelor of Science degree in Business Management, from the University of Phoenix. Khyra joined the City of Sacramento in 2013.  In her current role, she executes city-wide organizational development initiatives including training, employee engagement, and career development. Khyra is committed to diversity, equity, and inclusion, and driving sustainable growth and long-term success.

She also serves on the Board of Directors for the City of Sacramento’s African American Employee Leadership Council, employee resource group, and the Sacramento City Exempt Employee's Association, labor union. Khyra is committed to upholding the highest standards of governance and fostering a culture of transparency, accountability, and integrity. She also brings innovative ideas and creativity to every board room and organization.

Bridget Johnson, Assistant Secretary

Bridget holds an Associate of Science degree in Psychology, from College of the Canyons, and is currently attending CSU, Sacramento. Bridget works as an executive assistant at Northwestern Mutual and brings experience in marketing, web development, fundraising, customer service, and entrepreneurship to the board. She is honored to play a role in furthering the reach of HERB’s mission and dedicated to the service of others.​​

Natalia Levin, Board Member

Natalia holds a Bachelor of Arts in Government from California State University, Sacramento. She is a Certified Professional Coach and COR.E Dynamics Leadership Specialist accredited by the Institute for Professional Excellence in Coaching (iPEC). As the founder of Peak Empowerment, a coaching organization, her mission is to help individuals unlock their full potential through self-mastery and leadership development.

Natalia currently serves on the board of the International Coach Federation (ICF), Sacramento Chapter, where she supports the development of coaching professionals and fosters a community centered on transformational leadership. With a diverse background in human resources across multiple industries, she brings a deep understanding of people, growth, and transformation. Natalia is committed to helping others overcome barriers and create lives of purpose and lasting impact.
